Firstly, yes - there is storage. You can use your personal storage vault to transfer items, materials and gold between all characters on your account and the cost of setting up your storage vault is ridiculously cheap.

Onto jobs - or more accurately, professions. The Warrior and Elementalist are two professions that are very newb friendly and quite straightforward to start to pick up the basics of the game with. They're also very important to teams in PvE and PvP and are very versatule in the kinds of builds they can run, so you can experiment a lot with these professions.

Toutatis is dead-on. The warrior and elementalist are excellent professions to learn with. I would go on to say that you should pick monk as your secondary; it's a useful profession and you can bring a reusable resurrect skill to revive dead allies, whereas most other professions only have access to a limited-use rez.

Anyway, those are good starting professions, and they can do quite well in both PvE and PvP. Welcome back and have fun!

Necromancer should also be a good job to start with. I started with a Necro and didn't have any problem learning the basics, but maybe Warrior and Ranger would be easier to start with. It's your choice, choose the one you enjoy the most.
